That legal and cultural act of naming matters because names carry duties. The duty implied by Veterans Day is not merely ceremonial. It binds society to the obligations of care, of remembering consequence, and of listening to the testimony of those who returned. In numerical terms the obligation is also significant. In 2024 there were roughly 17.6 million veterans in the United States, a population large enough to be politically and morally consequential.
These numbers are visible in everyday policy: the Department of Veterans Affairs processed benefits and healthcare enrollments at historically fast rates in recent years, a recognition that service creates a long tail of needs that must be met. In fiscal year 2024 VA processed more than a million benefits claims earlier in the year than ever before, and enrollment in VA health care has grown sharply following legislative expansions like the PACT Act. These are not abstract bureaucratic victories. They are the institutional answer to the pledges implied by Veterans Day.
And yet the civic promise remains incomplete. Homelessness among veterans fell to record lows in recent counts, but tens of thousands of former service members still required housing assistance in a single year. The point here is not to tally successes or to heap blame. It is to insist that honoring veterans requires sustained, practical commitments that outlast an annual parade.
It is in this context that the rise of robotic systems, autonomy, and machine intelligence in military affairs should be judged by the plain standard Veterans Day sets: does this technology reduce the human costs we owe recognition for, or does it displace responsibility in ways that make care more difficult? The engineering promise is easy to state. Autonomous systems can reduce troop exposure to danger, perform dull and dirty tasks, and extend human reach across domains. The moral and institutional promise is harder to secure. If machines alter who makes life and death decisions, they also alter the pathways through which societies discharge debts to the living and the dead.
American defense policy already wrestles with that tension in formal terms. The Department of Defense policy on autonomy in weapon systems insists that autonomous and semi-autonomous systems be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force. That phrase matters because it ties technological capability to continuing human responsibility for how force is used.
The policy language is deliberately flexible. That flexibility is defensible in some contexts. Not every autonomous function requires the same human interface. But flexibility can also become a loophole if institutions fail to build the cultural, legal, and technical scaffolding that makes human judgment meaningful rather than merely rhetorical. The lesson from Veterans Day is that gestures of honor are hollow if they are not accompanied by systems of accountability and care.
Put differently, honoring veterans is not only about commemorative acts. It is about responsibility over time. New technologies must be evaluated against that standard. Will a given autonomous sensor reduce friendly risk without creating new kinds of moral injury? Will a decision aid that promises speed replace the deliberative, accountable processes that current doctrine requires? Will the introduction of attritable or autonomous platforms make it easier to fight, and thereby harder for society to reckon with the human consequences of those fights?
Veterans are not abstract stakeholders. Their testimonies about training, battlefield confusion, and the long aftereffects of exposure to danger provide indispensable data about how machines should be integrated. Policy that privileges technical possibility over human experience risks creating capabilities that are operationally seductive and socially irresponsible. Conversely, policy that centers veterans as partners in design and evaluation creates a bridge between innovation and obligation.
So what does honoring the human element demand in practice? First, institutional humility. Fielding technologies must come with transparent reviews, robust testing against contested and realistic conditions, and clear lines of command responsibility so that when outcomes harm service members or civilians, accountability is traceable. Second, investment in care. Faster claim processing and expanded enrollment are meaningful steps, but they must be matched by investments in mental health, housing, and reintegration services commensurate with the new kinds of stressors modern warfare produces. Third, a civic commitment to listen. Veterans Day should be a day when policymakers do more than speak; it should be a day when they hear the voices of those who served, including those who worked with or were impacted by automated systems.
Finally, the temptation to treat autonomy as a panacea must be resisted. Machines are tools. Tools change the shape of human responsibility, but they do not erase it. As engineers and as citizens we must insist that the human element remains central to doctrine, to procurement, and to the moral calculus that structures decisions about when and how force is used.
On Veterans Day, the right tribute to those who served is not nostalgia or techno-optimism. The right tribute is a living practice: one that preserves human dignity, demands institutional accountability, and channels technological prowess into reducing the burdens that make Veterans Day necessary in the first place. That is the promise implied when a nation renames Armistice Day as Veterans Day. It asks us to remember and, more importantly, to act.
